The Cayman Islands Government, Portfolio of the Civil Service on behalf of the Commissions Secretariat invites applications for the post of Senior Investigator (Designate).
The post-holder will act as the senior investigator who will oversee up to two teams of investigatory related staff who receive, record, assess and investigate allegations of suspected corruption in accordance with the Anti-Corruption Act 2024 (as amended from time to time)
Responsibilities will include:
· Oversight and quality control of plans, schedules, strategies, investigations, case management, and operational risk management.
· Develop strategic polices to oversee aspects of best-practice.
· Provide strategic advice and direction, operational updates, reports, and other information to the ACC.
· Attend all meetings of the ACC and represent the ACC on various boards, committees, etc. providing responses, analyses, and reports for local, regional, and international advancement of anti-corruption efforts.
· Maintain auditable records of investigations/actions/complaints; and prepare and supervise the compilation of statistical information and data required for monthly and annual reporting purposes.
· Take overall responsibility for the maintenance, content, and upkeep of the ACC server, equipment, and supplies. Compile complex affidavits and supportive documents for applications for search warrants, and production, restraint, and confiscation orders.
Requirements include, but are not limited to:
· A minimum of 15 years of experience in the investigation of serious and organized criminal activity of which at least 10 years must be as the senior investigator in anti-corruption related enquiries. A minimum of 7 years of supervisory experience.
· Completion of an accredited advanced investigators course.
· Demonstrable experience in the investigation of serious, protracted and complex criminal offences, including preparation of prosecution case files.
The post holder must also:
– Be highly confidential, politically neutral and display mature judgement and professional integrity.
– Possess sound educational background providing evidence of having achieved relevant professional qualifications.
– Demonstrate the ability to delegate work appropriately and provide guidance, advice and feedback to staff.
– Have in-depth knowledge of criminal procedures, evidence gathering techniques and the principles of disclosure.
The post-holder must have and maintain a clean police clearance certificate and will be subject to further background checks.
