Salary: £91,205 – £102,770 per annum dependent on experience

Red Snapper Recruitment are working with The States of Guernsey to find a candidate with a deep expertise in financial crime, strong leadership abilities, and the capacity to work in collaboration with local, national, and international partners, to undertake the Deputy Director – Head of Operations role for the Economic & Financial Crime Bureau.
About the Role:
The Deputy Director – Head of Operations role is a senior leadership role within the Economic & Financial Crime Bureau (‘EFCB’) that is responsible for the supervision of all EFCB operations and the day-to-day management of its investigatory functions. The post holders will support the Director’s mandate to enhance Guernsey’s capability to tackle economic and financial crime and, importantly, improve operational delivery and successful enforcement outcomes that will underpin a palpable step change in the Bailiwick’s effectiveness to, inter alia, combat money laundering and terrorist financing. This will include the compilation of briefings and reports for the Director and supporting them at strategic meetings as appropriate.
The postholder will work closely with the other members of the Senior Management Team and all staff working with the EFCB and FIU. In addition, they will be required to liaise with counterparts across Bailiwick Law Enforcement, Regulatory Authorities, and other key partners and stakeholders, both internationally and domestically. They will also act as Authorising Officer in accordance with the Law regulating the use of sensitive and covert investigatory powers and be required to work collaboratively with the Law Officers of the Crown.
The post holder will line manage the Operations Manager(s).
Key Responsibilities:
- To provide clear and decisive leadership, encourage creativity and innovation, and inspire staff to deliver their very best to achieve successful outcomes.
- To lead and develop staff deployed on the investigation of serious and complex economic and financial crime. Ensure the full range of investigatory tools are considered and deployed to aid timely outcomes and the reduction of case life cycles.
- To ensure focused investigation strategies are in place, reviewing progress against plans in concert with investigators, the investigating lawyer, and the Law Officers of the Crown to ensure early provisional measures are utilised and cases are sent to the Law Officers of the Crown.
- To be responsible for enhancing and implementing operational best practice, guidance, and policy to improve the delivery of enforcement and asset recovery outcomes in a timely fashion and ensuring EFCB activity underpins and supports the Bailiwicks National Risk Assessment.
- To support the Director and other senior leaders in managing and maintaining effective systems to counter money laundering and terrorist financing in compliance with the standards as set by the Financial Action Task Force (FATF)
- To ensure the implementation of recommendations from the MONEYVAL mutual evaluation report and leading the EFCB’s preparedness for future inspections.
- To develop, monitor and review EFCB key performance indicators and reviewing progress with the Director.
- To provide operational direction/advice and lawful authorisation for EFCB activities, covert operations, intrusive activity, search warrants, court orders etc.
- To provide accountability for the use and maintenance of Bureau databases that contain sensitive and/or restricted information and ensuring compliance with data protection and other governance and policy requirements.
- To demonstrate excellent communication skills and to upholding high levels of professional standards/behaviours, promoting equality and diversity, and actively supporting the development of skills, knowledge, and experience across the Bureau.
- To be responsible for the review and production of risk and threat assessment reports with management counter measures as part of the annual business planning process. This will require statistical collection along with other areas of the EFCB, the FIU and Asset Recovery Team.
- To maintain a good understanding of legislation which may include attaining and maintaining relevant national accreditation in financial crime or similar.
- To ensure that practices and procedures are compliant with relevant Standard Operating Procedures, Laws and Codes of Practice governing and regulating investigatory powers and procedure. Manage, review (and implement where necessary) systems and operating procedures that supports the opening (and reviewing) of criminal cases appropriate to the mandate of the EFCB.

Requirements:
- Over 5 years’ working at a senior management level with significant strategic leadership and operational experience in combatting cross-border economic crime and money laundering, or an equivalent level of experience in a commensurate field.
- Strong leadership and management skills, with extensive experience in leading investigations into fraud, money laundering terrorist financing, proliferation financing, asset tracing and asset recovery with the ability to guide a diverse team ensuring high levels of performance and a culture of excellence.
- A high level of understanding and experience of the criminal justice process, legislation, and the rules of evidence with the ability to perform to the highest ethical standards and a commitment to upholding the law.
- To be able to demonstrate practical knowledge and experience of all relevant international standards applicable to the Bailiwick (with a particular focus on FATF standards).
- Experience of working with financial intelligence to identify viable cases of international standalone money laundering justifying criminal investigation.
- Excellent communication and interpersonal skills, with the ability to effectively engage with a wide range of stakeholders, including government officials, regulatory bodies, and international partners.
